CAMPAIGN 1986 Senate, District I, Seat B—Muldoon, Eagle River, Fort Richardson

Sunday, August 24, 1986, Anchorage Times

Name: Charles E. Duncan

Residence: Anchorage

Family: Single

Occupation: Journeyman ironworker

Party: Democrat

Political experience: Previously ran for state House in 1984

Should state revenues continue to decline, would you support use of the permanent fund and its associated accounts? Which funds would you tap? Should such a proposal be put to a vote?

The undistributed income account should help establish a crash program for Strategic Defense Initiative funding to create as Plasma Physics and Ceramics Institute at the University of Alaska.

We should begin returning Alaska’s state flight capital for leveraged investment in the productive capacity of Alaska’s industrial science driver-related projects and entrepreneurship.

There will be a vote from the people.

Would you support bringing back a state personal income tax?

If the citizens of the U.S. are irrational enough to allow the conditionalities doctrines of supranational financial institutions to dictate U.S. economic policy through the Federal Reserve System and Gramm-Rudman legislation, then many taxes and a poor living standard will become unstoppable.

For what crimes would you support capital punishment?

None.

Do you support oil and gas:  exploration and drilling in the Arctic National Wildlife Refuge?

Yes, we can have development and environmental safety at the same time.
